Maine's governor wants to make the food stamp program more of a safety net and less of a hammock by restricting it to mostly healthy food products. In this interview with KMED's Bill Meyer, IPI's Merrill Matthews discusses whether we should be making welfare more comfortable or uncomfortable for recipients in this manner.
