Among the points she makes about why the filling out the census is important in order for states to receive federal funding that matches their respective populations, she notes that blacks were "better represented enslaved, than free-ish,” in reference to Article 1, Section 2 of the US Constitution, which stated that enslaved people were considered to be 3/5 of a human being.
