A Pay Freeze and Schedule F Update

In a November 30 letter to Senator Richard Shelby, OMB chief Russell Vought confirmed that the White House supports a civilian pay freeze as proposed in the Senate’s omnibus spending bill. Vought cited budgetary constraints, particularly in light of the pandemic, as reasons for the support of a freeze. The news about the freeze comes on the heels of a fall and winter of Schedule F-related news around the administration, as well as President Donald Trump’s November election loss.
