b'Coro Southern California\'s popular speaker series, Coro CrossTalk, was at California State University, Northridge, for a special panel discussion on Prop. 13, the 1978 "People\'s Initiative to Limit Property Taxation." Popularly referred to as the "Jarvis-Gann Amendment," it changed California in fundamental ways that are still being felt. As reported in the Sacramento Bee and more recently by Rick Orlov in the Daily News, Los Angeles Mayor Antonio Villaraigosa has called for its overhaul.
