Allan Kitonsa says he didn\\u2019t know where to turn when his landlord and two men arrived at his St. John's rental home unannounced one day in August. They began packing up his things in garbage bags, putting them in a truck, and driving them away. Kitonsa later won compensation at a landlord-tenant hearing, but asked for fines to be imposed on top of that. The answer he got has sparked questions about who, if anyone, is responsible for moving the process forward, to enforce those penalties - and whether changes made to the Residential Tenancies Act in 2018 are actually working as they were intended. Our CBC Investigates producer Rob Antle joined us to break all this down.
