Kentucky's struggles over public education date back to the days of Bert Combs, who served as Kentucky's 50th governor from 1959 to 1963. The Clay county native, who died in 1991, is remembered for taking-on the political establishment over the quality of public education. The Combs administration also launched the construction of Kentucky's parkways and made the state park system into a national treasure.
