The Philadelphia Sheriff\u2019s Office claims they\u2019re underfunded, but still manages to spend $9,000 on a mascot and even more on things like catering and merchandise. The city\u2019s Office of Homeless Services was also found to have \u201cknowingly\u201d overspent millions. More \u201cpharmacy deserts\u201d are popping around the state.
