Should the UK reintroduce the death penalty?

Tayo (only slightly tongue in cheek) thinks we should bring back the death penalty for fact deniers and anyone else who annoys him. More seriously, Tayo argues that although we should not reintroduce the death penalty for crimes, it is perfectly okay to bring it back for treason. Tony strongly disagrees.
Tony thinks any civilised, or nominally democratic, society must ban the death penalty. On the other hand, he agrees wholeheartedly with Tayo that Life must mean Life, and although prisons should be a place of rehabilitation, they must not become free luxury accommodation for the indigent or lazy.
