Is a sniper a soldier or just a licenced killer?

In this episode, Tony and Tayo discuss whether a sniper can or can't be described as a soldier.
Tony says that they are, whilst Tayo believes if they are not facing the enemy in combat they can't be classed as soldiers. The same as someone piloting a craft from afar
Tony makes a point that a sniper is close enough to the battlefield when they use their skill, but Tayo says without "seeing" the enemy, it doesn't count
