Does freedom of speech mean you can say anything?

With social media platforms, mass media, government and other sectors of society clamping down hard on free speech under the guise of "protecting" the vulnerable and/or special interest groups, what does "free speech" actually mean?

Does "free speech" mean being able to say anything you want, where you want, to whom you want, when you want? Or does it\\u2013as Tony argues\\u2013have certain restrictions because too many people cannot be trusted to self-censor?
