An NYPD administrative judge has recommended no disciplinary charges for the two NYPD officers involved in the 2019 shooting death of Kawaski Trawick.\xa0That judge said that\xa0Civilian Complaint Review Board\xa0prosecutors filed the charges too late even as she acknowledged factors outside the agency's control that contributed to the delay.
