There will also be limited seats and attendees must have an invite. Biden will also wear a mask as he walks up to the dais to deliver his first address to a joint session of Congress. Sen. Tim Scott was tapped to offer the Republican response to President Biden’s first address to a joint session of Congress. In a rare move, a group of progressives will issue its own response to President Joe Biden's joint session of Congress. Rep. Jamaal Bowman will be delivering the response.
