Answer is:

We have very sensitive equipment such as retina cameras and topographies to capture images of the back of your eyes.

These images will help your eye doctor to view the retina in detail for any signs of diabetic changes. Sometimes we are able to see diabetic changes so early that your primary doctor has yet to picked it up. Your eye doctor usually works in conjunction with your primary care doctor to help detect and manage any changes to your diabetic conditions.

That is why early screening tests at your eye doctor are so important. Tell your eye doctor, if you have diabetes so that your eye doctor can make the appropriate recommendation on what tests to perform for you.
