HB 5 is a sweeping criminalization bill that would make Kentuckians, especially people who are unhoused, more unsafe. The bill includes stiffer penalties for several categories of offenses, allowing business owners to assault someone suspected of shoplifting, a ban on street camping, and preventing the use of federal funds to go toward permanent housing for unhoused Kentuckians if such initiatives lack "behavioral and rehabilitative requirements."
