A sea change is happening in Bend city government after two elected officials' resignations.
Bend has new mayor and two vacant city council seats this week. It comes after previous Mayor Sally Russell abruptly quit, citing exhaustion and Council Member Rita Schenkelberg resigned, citing transphobia and racist bullying.
