\nHe added, "By planning, Iraq can develop its human capital, which it lost during wars and crises, by supporting education and increasing the share of scientific research, which amounts to 9% of its budget annually, most of which goes to salaries, and we can also plan to establish industries that produce goods to replace imported goods and that We support agricultural projects, and their values are given to Iraqi workers."

\nTwig indicated that the Minister of Finance had mentioned earlier that Iraq plans to export electric power for the coming years, noting: "Iraq lacks electric power greatly, and therefore it must provide power to the Iraqis before exporting it."
