Opportunity Zones, a new community development created by Booker (D-N.J.) and Sen. Tim Scott (R-S.C.) and placed in the TaxCuts and Jobs Act of 2017. But the idea stems from a 2015 White Paper from the EconomicInnovation Group, a DC-based think tank which is now working closely with state authorities to implement the program.
