Taxing tech giants such as Google and Facebook has become a political battleground in Europe. The European Commission has proposed a new digital levy that it says can generate 5 billion euros a year, but many national governments accuse the EU executive \u2014 whose formal taxation powers are limited \u2014 of overreach.
