The decision to allow a bid by Australian infrastructure company Transurban to proceed with a bid for Sydney\u2019s WestConnex project wasn\u2019t an easy one for the country\u2019s competition regulator. The Australian Competition & Consumer Commission found itself grappling with how best to define the planned project\u2019s market and, more importantly, how to manage the competition risk for future projects by allowing a company to accumulate valuable data on Sydneysiders\u2019 traffic habits.
