The eighth round of U.N.-sponsored peace talks in Geneva faltered this month, to the disappointment of Syria envoy Steffan de Mistura, who called failed negotiations a “missed opportunity." Russia, on the other-hand, is hoping that upcoming Moscow-backed negotiations in the Kazakh capital of Astana and the Russian city of Sochi will yield a political settlement for the Syrian war.
