Rafael Pelli describes the Theodore Roosevelt Courthouse. This building was added to the existing Brooklyn Courthouse.  Traditionally the Courthouses were entered through grand steps from the public plazas which created a sense of public place; here the civic place occurs inside in the Atrium which combines the main public functions of the building.  Some of the other concerns that impacted the design were to incorporate natural light into the courtrooms and to blend in with the existing limestone civic complex.
