It’s been a summer of disappointment, in many ways, for supporters of the Biden administration’s climate goals. A major Supreme Court decision in June placed limits on the Environmental Protection Agency’s ability to regulate carbon emissions from the energy sector. Meanwhile, a months-long effort by Senate Democrats to reach an agreement on a package of clean energy tax credits collapsed, leaving little chance of a deal before Novembers midterm elections.
