And that was before a recent Globe report raised new questions about why China detained the \u201cMichaels,\u201d and before U.S. prosecutors charged an Indian national in a \u201cmurder-for-hire conspiracy\u201d apparently connected to the killing of a Sikh activist in Surrey.
