Why are some Ugandans without ID cards?
Some Ugandans are feeling left out: they don\u2019t have one of the shiny identity cards that were introduced in 2014. And this is a problem: after all, not having a national ID card means they can\u2019t access healthcare and some other basic services \u2013 but how widespread is the problem?
