This afternoon at 3, the 8th annual Lowertown Arts and Music Festival opens in Paducah. And this time, there will be quite a few firsts. For instance, this is the first year that an association of Lowertown residents is producing the festival, on a volunteer basis, instead of the city. Todd Hatton has more.
