Judge Leung received his bachelor's degree with honors from Yale University and Juris Doctor from New York University School of Law. Judge Leung was born in Hong Kong and immigrated to America in 1966 with his family when he was 6-year-old.

\nJudge Leung benefited from and is extremely grateful for the Promise of America, but he is also keenly aware of the limitations of the Promise.
