\nThe USA and EU have been cautious not to accelerate the conflict between Ukraine and Russia. Fighter planes, aggressive offensive weapons have been withheld from Ukraine with the claim that only defensive assistance has been given. This week Putin raised the stakes by conducting a sham vote to declare four regions of Ukraine as now part of Russia. With Putin's announcement, he declared the use of any and all means to protect Russia was not a bluff. All this bluster as his troops run in an all-out retreat from the very lands he just declared as new Russian territory. Obviously, they were in a frantic hurry and didn't have time to read Putin's victory memo. What new effective strategy should USA, EU and NATO now implement to counter Putin's new ploy? The panel examines this recent development.
