Last week while traveling in the United Kingdom, Benjamin Wittes met up with Andr\\xe1s Pap, a Hungarian scholar of constitutional law. Pap is a professor with Central European University\\u2019s Nationalist Studies Program in Budapest, and the two spoke over breakfast about the decline of Hungarian democracy. They talked about the Fidesz party, Hungary\'s strongman ruler Viktor Orb\\xe1n, to what extent Hungary is similar to and different from other European countries, and why Pap was cheerfully having breakfast with Ben talking about all these things and not fearing what would happen to him when he returns to Budapest.
