When Iran is tottering from economic decline, covid, internal dissension, etc,, and faces a new potent alliance around them, Iran thinks, “Why would the new administration [Biden] reach out to us unless it favored a renewal of the Shi’a Crescent?”   Avoid the word “Reset”— which is saying de facto that my country was wrong and now I’m setting it aright; this raises expectations so high that they cannot possibly be met.
