Tensions between nations that lead to war is a lack of knowledge: let’s say we don't know the relative strength of each; banter can lead to fisticuff to war.  . . .  A weaker power can decide that  a stronger one will not stand up to an attack: vide, Hitler, Mussolini, Tojo.   Then it becomes a macabre lab experiment wherein millions are killed. Ergo, be transparent about your capabilities.     In the Middle East, if the media are fixated on hating Trump, Iran thinks, We’re on the same side [as the media]. When Iran is tottering from economic decline, covid, internal dissension, etc,, and faces a new potent alliance around them, Iran thinks, “Why would the new administration [Biden] reach out to us unless it favored a renewal of the Shi’a Crescent?”   Avoid the word “Reset”— which is saying de facto that my country was wrong and now I’m setting it aright; this raises expectations so high that they cannot possibly be met.
