These chapters are the ones in which Shera finds out that the kids that she used to work with when she was on the streets have likely been scooped up and turned into assassins by someone else, and that they didn't get out the way she'd imagined. This means that she's not prepared to be on the run from the Consultants, so when Lucan grabs her hand and says "let's blow this popsicle stand", Shera is not on board.
Poor Lucan. He tried so hard.
