Supporters of Trump\u2019s 2018 budget proposal call it a \u201cback to basics\u201d approach, carving away what they see as the agency\u2019s regulatory overreach. Opponents are similarly pithy: The EPA\u2019s former director labeled Trump\u2019s proposal a \u201cscorched Earth budget.
