Will cap and trade enter coal country?

Pennsylvania is one of the largest energy producers in the country, which also makes it one of the highest-emitting states. And as the state’s Democratic governor moves to join a cap-and-trade program, he is facing resistance from state lawmakers on both sides of the aisle and a core Democratic constituency.
