House Democrats outlined hundreds of billions of dollars in climate and energy initiatives for their portion of the $3.5 trillion budget reconciliation package, including a national clean electricity program and a national green bank, funding the replacement of lead water pipes and building out the country’s electric vehicle infrastructure.
