The Decemberists may have finally met their match. The band has been working with British singer Olivia Chaney under the name Offa Rex \u2014 a reference to an Anglo-Saxon king. Their album, released on July 14 and produced by local whiz Tucker Martine, is called \u201cThe Queen of Hearts.\u201d
