The chair of the Legislative Black Caucus identifies its top priorities in the 2020 General Assembly session as education and economic justice. Delegate Darryl Barnes says the caucus will also fight to raise Maryland’s commitment to historically black colleges and universities -- HBCUs -- far above the $200 million dollars Gov.
