A handful of states around the world have pursued 'COVID zero' strategies. Through a combination of intensive lockdowns, travel restrictions and comprehensive test and trace systems, regions like Tonga, New Zealand, Taiwan, mainland China and Western Australia managed to keep the virus at bay. But now many of these countries are facing new outbreaks on a scale they have not yet seen, and it is being driven in part by vaccine hesitancy.
