Last Winter was really bad when trying to drive on the streets of St. Paul. \xa0The sometimes chaotic conditions left many residents dodging potholes and ice ruts, or navigating roadways congested with scattered parked cars. \xa0Sean Kershaw, director of the city\u2019s Public Works department, explains the lessons taken from all the frustration and the efforts to smooth out the roads much more this time around.
