FEMA administrator responds to alarming employee discrimination, sexual harassment study

FEMA hired RAND two years ago after the agency revealed sexual harassment and misconduct allegations against one of its senior executives. Now FEMA has a new plan that will detail the steps it will take to improve agency culture.
