The Israelites had been saved out of slavery by the mighty hand of the one true God and then given the gift of a covenant relationship with Him (Ex. 1-23:19). Through Moses on the mountain, God confirms his covenant with the people and tells them that he will lead them little by little into their new promised home (23:20-24:18). When Moses communicates this with the people, they respond with one voice, \\u201cAll the words that the LORD has spoken we will do.\\u201d But God has more to say and give (25-27).
