Until we live in a world where every baking recipe is written in grams of flour and sugar, you have to know how the person who created that recipe scooped their flour? Scooping flour against the side of the bag or container will put more flour in your measuring cup that simply dipping it in from the top. And spooning the flour into the measure cup will yield a much lighter cup of flour. Even if you are consistent and always scoop it the same way, your cakes will have either too much or too little flour unless you scoop it the same way the person who created the recipe did.
